A. Eligibility and Registration
Dental practitioners must also be accredited as MediSave-approved practitioners in order to submit Flexi-MediSave claims for root canal treatments and permanent crowns performed at CHAS dental clinics. No separate CHAS accreditation is needed.

Patients who hold a valid CHAS, Merdeka Generation (MG), Pioneer Generation (PG) or Public Assistance (PA) card are eligible to receive subsidies for medical/ dental treatment under CHAS.
You can encourage your patients to apply for CHAS via the online application.
If you wish to keep some copies of the hard-copy CHAS application form and brochures in your clinic, you may submit your request via our Contact Us form and the materials will be delivered to your clinic.

C. Patient Visit
Limits have been placed for certain dental services. Clinics are also not allowed to make more than one dental claim on the same day for the same patient. For more information, click here.
D. Financial Matters
CHAS dental clinics still retain the autonomy to determine the reasonable rate to be charged to patients, if all charges and subsidies are clearly indicated on the itemised bill provided to patient. CHAS patients are expected to co-pay for their treatment under CHAS. For patients on the Public Assistance (PA) scheme, no fees should be collected from them for procedures covered under CHAS – the full visit cost will be reimbursed by the Government. Clinics have 30 days from the patient’s visit date to submit a claim.
However, CHAS dental clinics are required to display the full list of fee benchmarks for the 18 CHAS dental procedures prominently beside the clinic’s price list and within the clinic premises.
There will not be any additional transaction fees deducted from the subsidy amounts claimable for the visits.
Claims may be rejected for various reasons (e.g. annual subsidies for the patient has been fully utilised). Please contact your AIC Account Manager to enquire on such claims. You may click here for contact details of your AIC Account Manager.
CHAS dental clinics are only allowed one claim per patient per day.
Both the Clinic Management System (CMS) and MOH Healthcare Claims Portal (MHCP) platforms have a function for you to check your patient’s dental procedure balance. Please refer to the CMS and MHCP user guides for detailed instructions on how to do this.
All CHAS clinics are required to issue an itemised bill to all CHAS (including PG and Public Assistance) patients. This includes patients whose charges are covered fully by CHAS subsidies and do not make any out-of-pocket payment. The itemised bill must at least state the following:

E. Referrals to Specialist Outpatient Clinics (SOCs)
CHAS dental clinics should make a subsidised referral for eligible CHAS patient to NDC first. Referral should not be made directly to the laboratory, to ensure that any test ordered is necessary for the patient’s condition.
Dentists can only refer patients to NDC and NUCOHS for subsidised dental treatment as listed in the CHAS referral form.
